Member of first Duma (1906). Imprisoned after its dissolution because of signing of Vyborg Manifesto. Secretary of State of first provisional government (1917). Minister of Justice of Crimea regional government. Editor of  “Rech”, “Pravo” and the exile daily “Rul” (
Berlin).
